What's Wrong With This Picture?

December 1, 1999: NYC fails to meet Federal clean air requirements again. The US Environmental Protection Agency warns that NYC's smog control plan is inadequate. The biggest source of our region's air pollution is vehicle emissions.

December 2, 1999: NYC installs pedestrian barricades overnight at locations around Midtown to make it easier for cars and trucks to get around. At Herald Square (above) barricades were placed exactly where sidewalks where supposed to be widened.

Why are our city's non-polluting travelers prodded and corralled like cattle?
